Rare Steakhouse - Reservar uma mesa

So noisy the server had to change where she stood so we could hear her. My steak (the Capitol Cut) was tougher than I believe it should have been. The flavor of the steak and that of my guest was very good. The ambiance was very nice. The servers were top rate. The noise level is, unfortunately, my overriding memory.

I made a reservation, but they took 40 minutes to put us. then another 15 minutes to even get some water.
